His stare is unnerving because it shows nothing which humans automatically read as negative. Not only that but for someone to stare so blankly it means they’re so focused on what’s happening in their mind they can’t react to the outside world (except in sociopaths where it demonstrates a lack of understanding emotion). The things that Thomas is thinking of doing to who he is staring at are so vivid and horrific that he has receded completely into his mind to imagine those things. Great depiction by Cillian as always.

honestly from someone who hasn't really seen much of these shows beyond the dark knight, taken totally out of context and ignoring the characters and their backgrounds, bateman and joker are the only ones who would be intimidating in any way to me. the rest look like they're just zoned out. or trying too hard to just stare like you said. each of these characters have chilling scenes but none of these clips are good examples.
