Mark Heap is extraordinary in everything and particulary good as Jim. Just the way he balances that big box when the phone rings shows just how timeless is comedy is

I like to think that Jim is actually Mr. Alan Stathem from Green Wing, who was washed up to sea with no memory of his past life. He managed to somehow create a new life for himself and ended up living in the area due to a neighbour having an uncanny resemblance to someone he used to know (well in the back of his mind, anyway). Would make sense as to why he's so odd.
