That's because he was a nobody in the scope of these indictments. They were going after the heads of all 5 families and were going to charge Paul Castallano too but he had just got wacked a few months before this. Sammy the Bullsh¡t was a big fish by this time, but he wasn't important at the start of this investigation. He was definitely next on the list though along side Gotti.

It’s simple- the Gambinos were more powerful while Carlo was boss and up until 1980. Once Chin took over the power shifted up until today. That’s how I always viewed it. That’s not to say the Genovese weren’t powerful prior to 1980- they were undoubtedly. But Carlo built that family into a machine. Costello is another one of the most powerful bosses ever but Vito Genovese taking over hurt them. The Genovese don’t get enough credit for capos like Gerry Catena, Matty the horse, Tino Fiumara, Anthony DeLevo, and Vincent DiNapoli
