The idea is a psychological mind game. It's supposed to give the impression that you are enthusiastic about answering the question in order to give credibility to your answer. It's similar to telling someone, "that's a really good question". Like any other psychological slight of hand it looses it's potency very quickly if used repeatedly. In the case of these nit-wit, coached bureaucrats, it has become obvious that it's an attempt to cover the fact that they are about to give an obfuscated answer or an out-and-out lie.

These companies have shareholders, stakeholders, investors, etc who they have to answer to, and her answer is that those companies aren't getting back to them! She's that embarrassing.
