No she did not made the people look like her. The people made themselves that way so they can get favor from her. If you watch the 1st film again she got really mad when she found out that those specific people around her were wearing fake large nose, fake big forehead, fake big belly and other fake large body parts..

I honestly believe that she truly did care for those people but they betrayed her. That's why after all the chaos she said to steve that "you're right Steve, it's better to be feared, than loved"

Poor girly. If we forget for a second that she killed a lot of creatures, she is just a poor girl, whose life went wrong because of her stupid sister. Red Queen is kinda kind if you think of how she wanted to make friends with people who struggle through the same disproportion problems. She also instantly lent a helping hand to Alice thinking that Alice was a poor creature whose body parts were too big

You' re supposed to look at his enlarged forehead. In his case there isn't tape or anything else to show us that the forehead is fake. But after seeing the false nose falling off and the obvious fake belly, Hatter (and we) realised that the others' flaws must also be fake. That's why he's laughing.
