This is full recording of speech of Justice Markandey Katju during a conference at Chandigarh on World Human Rights Day 2015.
Chandigarh: Former Supreme Court of India judge Justice (Retd.) Markandey Katju yesterday said favoured registration of criminal cases against police officers who were involved in fake encounters, enforced disappearances and extra-judicial killings in Punjab during 1980s-90s movement.
Justice (retd.) Katju was in Chandigarh to participate in a seminar organised by the Sikhs for Human Rights, Lawyers for Human Rights, Punjab Human Rights Organisation and Sikh Youth of Punjab to mark the World Human Rights Day.
Justice Katju’s reactions came in the wake of recent revelations by former police cat turned cop Gurmeet Pinky.
Justice Katju cited one of his own judgments during his tenure as judge of Supreme Court of India (SCI) wherein he suggested that police officers involved in fake encounters should be given capital punishment.
“All police officers, who had killed youths in fake encounters in Punjab should be booked according to law,” said Katju.

Like all the other Audience, I am also very impressed by the Truthful and Brave talk of Justice Katju ji. He is speaking the Heart of every Sikh in specific and every Punjabi in general. He seems to be speaking the language of Sant Jarnail Singh ji Jatha Bhindra, S. Simranjit Singh Maan, Sardar Jaswant Singh Khalra and Justice Ajit Singh Bains. In recent past Mr. Shashi Kant also did some Tale telling talks. I respect them all. Justice Markandey Katju sahib and Ex DGP Shashi kant ji very nicely accept the limitation of Constitutional Democratic process and are Hopeless about it. I have only One question in mind when revolutionary process was warm in Punjab why they didn't come forward and speak, Didn't their silence support every thing they are protesting now.Khalsa from their very birth is very well educated about the revolution and how to defend the Human rights of every human. That is why the Mughals than Britishers and now the Indian Govt. is enemy of Khalsa and its institutions who can be challenge to it in its nefarious designs. So my earnest prayer and request to such personalities like Justice Katju and Ex DGP Shashi kant ji is not to show false dreams and promises to Punjabis rather help them to follow the time tested fool proof Khalsa style of working and rather Join it Yourself in this SACRED MONTH OF SHAHEEDS OF KHALSA PANTH.

every human has right to freedom of speech government use judiciary against public but public can use same thing against government & administrations or any wrong doing while being on public duty/servant file cases . implement the law if any issue of conflict should b addressed!!!!! justice system is powerful need to use parallel with any other technique!!!! justice markandey katju seems a smart person who has a book knowledge !!!!! good effort

Tall Talk ! Talking is one thing and doing practically is different ! When he was in the Supreme Court then why he did not do any thing for Sikhs killed in June and November 84 or after that ? I had exposed him in my book JUSTICE DISGRACED. The book can be read on 'scribd' free of cost. Another book REPEATED RAPE OF JUSTICE can also be read thus.

@@alimehdi4322 , Shadab Ansari , Topup , Judges of High and Supreme courts have wide power conferred by the Constitution ! They can take Suo Motto action and issue Notice ! But judges did not take any action ! Justice Rajinder Sachar of Delhi High Court wrote an article and exposed how a case before him was changed and got dismissed relating November 84 Sikh Killings !

Mr. Katju. Got a quick question for you if you are reading this. Where were you or your so called high courts when Indian army machinery and state police were in the process of killing 150,000 from 1984 to 1994 ? Were you sleeping? And in your next life do not eat beef. It’s against Gurmat teachings. May waheguru give you nice Sikh parents in your next life so they can teach you to sleep up against injustice early on when it’s taking place. Also you will not be able to reunite Pakistan with Hindustan unless you understand the concept of nation of Punjab which will be revived by our Guru. Waheguru ji ka khalsa waheguru ji ki fateh!
