I think that's the idea, a modern era city with all it's glory, but like every cool city, it haves their ugly places, poor areas and such, it gives more like a realistic look. Shouldn't expect everything looks like Tron, even the cities in Halo universe show this kind of view (new Mombasa / old Mombasa)

There actually are procedures in Night City that can "reattach" and regrow lost limbs, if in 2022 it was possible to transfer another persons limb to your body, I think that by 2077 it would be possible to entirely regrow lost limbs in a vat or something and to reattach them afterwards.
