When would it be appropriate to roll "in time"? For instance, rolling at an even sixteenth note division throughout a quarter or half note. Or, is it appropriate to generally roll "evenly" regardless of subdivision nearly all of the time?

Does this count when it comes to the bells/glockenspiel? I’m trying to find how to do a roll on the bells, it’s in a song and I can’t ask my band director because it’s spring break
