They have no prosecutorial power as an extension under the Internal Justice System.They may not write laws or pass mandates to lower courts. Lower courts function through the Attorney Generals Office (which is above the Congress) through the Bureau Of Land Management and the Department Of Defense. These are the branches of the Justice System. Ratification of law is only done by the Internal Justice System and Vetoing mandates is the prerogative of the President. The President and Vice President may request laws to be written, but may not write them themselves. Maybe this is just wishful thinking. I hope not.
