He sort of does not have superpowers. We call them superpowers because normal dogs can't do them. But Krypto is not a normal dog those are normal biological function la to him

krypto comes from krypton and when i he was on krypton he would have been a normal dog but because the earth is different to krypton krypto was able to develop these superpowers, btw this is how superman , zod or any other kryptonian that would come to earth would develop these powers.
