French speakers, noted that Neuvi's song has prominent romantic undertones. Plus the marketing of them to be always together. Why would hoyo bother in giving a Neuvi POV if Furina's song is just for her play. The Furina skater (Olympic skater) was also commissioned by Hoyo, We can say that it was her choice to include a Neuvi cosplayer but Hoyo allowed it, if not she wouldn't have posted it.
