My question is who sold the land to them in the first place?? and where was government when they started building on the land at the beginning?? people must be held responsible and must be sanctioned!!!it's not about enforcing demolition, government must be vigilant always..

It's the responsibility of the individual who intends to buy land,a house and or build a structure to do their due diligence and if any civil servant requests a bribe to circumvent the regulations which are clearly spelt out one should refuse such a bribe because one only exposes him/herself to a risk as we see here. I've bought property outside of Nigeria and I had professional valuation expert and a structural engineer complete an analysis on the property the land and other relevant matters, I also had a lawyer complete a legal search on a property I was once interested in at auction everything from right of way , to any debt injunction by any bank/lenders , any notice by a county council, tax/levy issues or any civil contest over ownership or claim of the property was completed before I even attempted to place a bid; I didn't assume that the auctioneer had done so for the property they listed.

If u watch carefully also it is obvious that the existing water channels are not in themselves cleared for a very long time. They do not have cemented gutters and hence are covered by huge sands and grasses. I believe if they are well cleared, the water will move very well without pulling down houses in this economic harship, u cannot destroy like pretending to save lives. Almost every state have capital dev or building authorities who should make very clear designs of the forbidden areas for building residential or industrial houses in every LGA, towns or streets. Let them be uploaded even online like map, with TV and Radio sensitizations. It's not to start going to ministry of lands and they will collect bribe and tell u to go ahead. Later, another govt will say It's illegal structures and pull them down without compensation. The Abia state governor spent over 700 million to compensate people before demolitions. That's leadership. Who are you serving with wickedness? If u send people homeless and into poverty, you will increase crime and spend hundreds of millions buying amoured tanks, security vans and mobilitazions to fight it. Even some people that won govt in court for unlawful demolitions are yet to be paid. Leadership is to be done with compassion and enough calculations. It is thinking of how to achieve the ideal with very minimal negative effects.

At least should've started from clearing of the gutters / water way to see if those houses can be spared off demolishition.

It's a natural water channel, you can't cement or bank a natural water channel unless it is the intention of the government to divert or engineer the river bed, but it doesn't seem like that is the case here. One of the reasons the water channel has such vegetation is because it's flow has been impeded causing seeds from upstream to settle and germinate Your argument about leniency or government negligence in the pre construction approval holds no water because what usually happens is that the intending developer or the home owners with the tacit assistance of civil servants gain a fraudulent planning permit but because everybody else has built there , and with a fraudulent planning permit they hope to hold off the hire of the government. Many other governments might seek a political solution where they look away or pay some sort of compensation but LASG don't seem ready to do so and they seem to have legal standpoint as said the defaulters may even expose themselves to a fine and demolition which is double jeopardy as state resources has to be used to correct their error

First, no amount of cleaning “gutters” (let’s even ignore we’re discussing open “gutters” in Nigeria in the 21st century) will compensate for blocking these channels. The contemptuous disregard for law, rules and regulations, is substantively what distinguishes civilized functioning societies with non-functional ANYHOWNESS ‘jungle’ societies like ours.
