are they laying off mostly in california ? consequently, does that mean we should go to california to hire/join the supposed startups ?

Majority of layoffs are in California, but that's mostly a function of the majority of employees being in California

Have some suggestions for me I want to become ai engineer so how can I contribute to open source and is it necessary to do PhD for ai engineer?

A PhD is almost never necessary, and I think this will become increasingly true

I was an amazon applied scientist with just a master's so it's possible. Not common but very doable.

good take on it. my only concern is that it's the entire economy. money used to be cheap now it's expensive. you're gonna have a tough time getting your startup funded. better to look for a job and build out the side projects instead and wait for investment when the economy comes back up after the elections in 2024 and we have some better monetary policy.
