As local leaders in Rancho Palos Verdes call on Governor Gavin Newsom to declare a statewide emergency over shifting land in the seaside community, residents on Tuesday attended a city council meeting to plead for help. Sandra Mitchell reports for KTLA 5 News at 10, Feb. 2024.

I grew up in that area. I used to hunt rabbits in PV over seventy years ago. There were cracks in the ground and land slides back then. The government should NEVER have allowed building in the area.

Exactly! And yet they want “repairs” to be done! 50+ years ago when I was young, people used to joke about California falling into the ocean one day. I guess that day has come but these folks aren’t accepting the reality.

California has huge deficit because of wasteful spending. The land there is constantly shifting. They knew that and still decided to live there, then you're on your own.

Palos verdes has been sliding before I was a kid. The road needs constant repair. Trash those homes and stop building in a slide zone,

Exactly I popped a few tires on my Audi rs5. I lived up next to Ralph’s in the hill. All the roads are terrible. Lived in the area for a few years and hated it always foggy and my tires were always popping.

These people do not want to pay tax to our state. But when emergency rised and happened, they ask for our tax money from the poor to help them. Why should we? They can pay insurance fee to protect their expensive homes and mansions. Use those money and stop begging the poor to help.

@@orawancarlile6192 The homeless? Give me a break. Throw all the money at the homeless you want, let them sit on your sidewalks and use drugs all day, and trash your city. Let them get jobs. As for the mental cases, the state is building institutions again, to house these people. Wealthy and middle-income households like those in PV contribute quite a lot to those funds.

Keep in mind just a few miles further south of the section of road they’re showing that there’s literally two portions where the road ends and goes no further. This same thing has happened before. One of those sections where an entire neighborhood once stood has been famously dubbed ‘the sunken city’ because its nearly fallen off of the cliff it was situated on. I’m not sure why people are surprised. Not to mention the road that is “now worse than it’s ever been,” only looks that way because that land has always moved. It’s always been a matter of when, not if.

This has been happening for the last 45 years. Not a new issue. Excessive rain followed by Landslides. Houses destroyed then new houses built on the same land. A few years later they slide. Why dose the rest of Californians have to pay for the homes of the Super Rich. The cycle needs to end.

It's almost like building on hillsides in the worlds largest subduction zone parallel to the worlds largest fault line might not be a good long term plan who would have ever thought? I mean besides everyone with a cursory understanding of geology.

I used to live in Rancho Palos Verdes ,and went to school at Palos Verdes Estates HS graduated in 1976. Even back then the Portuguese Bend area was sliding in to the Pacific ocean. The home's should have never been built in the area because of the ground was unstable moving a minimum of 4" a year. The main problem is due to 2 major issues, one is a large tunnel that was built back in the late 30's. It goes up to the first city hall of Rancho Palos Verdes, and has been bought by a private person. What people don't realize is that was a Nikey missile site, right the hill on the other side of Hawthorn Blvd, there were 2 defense concrete bunkers. They were double bunkers with connecting tunnels. The military did a lot of projects that the current people have know about. The 2nd major issue is back in the 50's there was a large Rock quarry off of Crest rd on the upper part of the Peninsula. And before that and after the areas were farming. The problem is that there is no way to Stabilize the area's. And there is a large trench in the ocean right off the Peninsula that actually cuts back under the Peninsula. We used to wonder how much land would still be above the ocean when the big earthquake ( that is over due) hits turns the Peninsula into an island. And there is the matter of the fault line that goes from Inglewood to Long Beach that is the finishing touch. The smart thing to do is get the money and move. Most of the original have gone or died, and because of the issues the current owner 's were able to get a great deal when they bought those homes, even though it was quite obvious that there was major issues with buying the houses in that area. I also spent 5 years in law enforcement on the Peninsula, patrolling the entire area. Until 84 was when I left the area.

I grew up in PVE from 1956 until I moved in 1967. Palos Verdes Drive West was constantly being repaired and we called the road a "roller coaster" while speeding along on our way to San Pedro. It was a "Wheee" ride, up and down. Portuguese Bend had already lost some homes due to slides. So...tRump builds a golf course there? Money talks. Damn the uninformed.

It's also my understanding from reading about this issue is it people couldn't get insured so most of these people don't have flood insurance or earthquake insurance. Could you elaborate on that?

Great history. Thanks for sharing. Mandatory evacuations coming soon. That may also include surrounding communities that, for now, still have utilities piped or wired in - when land cracks and drops, it weakens the surrounding land areas.

Palos Verde has always been a landslide area. But greedy developers back in the 50's managed to get past the previous moratorium on developing the area. Unfortunately, buyers of the homes put there had no idea, and now they have to pay the price of greed before them and no way to get back at the developers since they are probably all deceased. And engineers will be of much use as this has been going since before recorded history of the Los Angeles basin. There was a reason the Spanish landowners kept it only as grazing land for their livestock.

even if they were not deceased the LLC that builds the homes will go out of business so they do not have to do any warranty work (structural defects are supposed to be covered in California for 10 years for new homes).

not worth putting money to fix an area that may face same or more serious problem in the future winter season. Time to abandon these homes and move to a normal residential area. I bet the fix will cost close to $100M if not more. Stop baliing out rich people. It is no different than giving handouts to the poor who won;'t go to work and earn some wages.

Buy it with what? There are thousands of homes and many multimillion dollar. Taxpayer money? Because some people bought in a known risky area? It has been known for decades at least.

All those homes up in that area have values at over $1.5 million, many at $2 million and $3 million. The main roadway, Palos Verdes Drive, is constantly sinking, pipes under the roadway breaking from movement. This is not the responsibility of the taxpayers.

They should evacuate the entire area, and everyone should get ahead of the issue and move. This problem will not reverse itself; it will only get worse. I've been driving the Palos Verdes Scenic Route since 1978 and there has always been constant land movement (even signage to that effect) - which created plumbing problems for nearby residents. Why people would build and live there is beyond me.

My Great Aunt and Uncle had a home there. I remember their “family “ room was more of a Ball room with a small bar . The windows looked out to the sea! I lived the view!

Reminds me of that neighborhood up on the coast that was totally buried years ago. Everyone knew it was going to happen-then that year with heavy rains brought the whole mountain side down- killing a few and destroying houses Those homeowners on PV will get a slice of reality when the new homeowners insurance policy bill comes- it’s happening in Florida and other natural disaster areas. 10k a month policy.

It’s very sad, but it’s not surprising. Homeowners must accept that the earth and nature will not accommodate them. After over 70 years of watching these areas go through fire, rain, tsunami’s, mudslides, and earthquakes I won’t live there. It should a nature preserve.

I’m a civil engineer and it’s common knowledge that several areas on the peninsula are landslide prone. The people need to be aware of that when they purchase homes. The City needs geotechnical and civil firm’s help to map landslides and undocumented fill areas. It won’t be cheap but there are a lot of time bombs in that area.

That whole area is unstable, both seismically and with constant ground movement from soil. Why so many high dollar homes were allowed to be built there is beyond me and people bought them........the sheer idiocy level is absolutely appalling. It's that Commiefornya thing again. Glad we got out when we did 10 years ago. This comes as no surprise to me. I'm glad I live in the desert now on high ground with no sandwashes near me, and no real heavy rainfall unless it's monsoon season with t-storms. My yard is landscaped with rock & cactus, neither of which burn well........and yes, water conservation is practiced here since we live in a desert.

This landslide has been active for years yet the town allowed permits to build. It is the towns responsibility for giving permits for to build on land they new was moving

So the residence of the wealthy area are crying and requesting help from the mayor and the governor of the state of California to save their multi million dollar properties! In San Diego a neighborhood was completely flooded, homes had water halfway up their homes. These hard-working people literally lost everything they owned. I haven’t heard that the governor or the mayor of San Diego are volunteering to help them out. The home owners of Rancho Palos Verdes are wealthy individuals, dish out your own money, and save your area!

Bummer! Poor people! This is just awful! I was lucky enough to get some help & divert drainage & cover our hill in plastic. Some nice workers made quick work of digging out a truck full of mud from the last storm. Our HOA paid for it, wasn’t millions! Thanks to all the workers out there helping people, it’s hard work 🙂

I live in a beach town that used to be really deserted, and all these rich people literally built houses around me & tried to force me out of my home! This is an old neighborhood & these people have been there since the 70’s or 80’s. Things were a lot different back then.

I get that this is sudden and sad, but are you telling me that all of these people with these over $800,000 homes don’t have insurance? If they don’t, why is it the job of the city/the state to help them? We can’t even help veterans that are having mental health issues that live on the streets but we have enough money to take care of these over half million dollar homes?

I almost bought one of those homes in the slide area that has the steel I-beams under it since the 70's. 10 years of no rain and the area was not moving....much. Now, with the rains it is moving again and much. Glad I did not buy.

The median home price in that area is $1.6m. The median home price in the U.S. is $418k. Some of the wealthiest people in the country are complaining because the soft soils can't handle a little rain. Granted, that home price is not much higher than the LA metro area as a whole.

Before you speak you should listen. The $5 million wasn't from the state, it was from the county. Why do you expect the government to bail the homeowners out? We live in a capitalist country, do we not? I'm not suggesting that they don't deserve or shouldn't receive any help. Why aren't any of the residents going after the insurance companies that they have their home owner's policies with? It seems to me that should be where they need to focus their attention. Wouldn't it be wiser to accept reality, and accept the fact that they, nor the city, county, or even federal government can withstand the force of mother nature? They need to collect on their policies, gather their belongings, and relocate. I understand that this isn't ideal and can't be an easy choice, but it's the smart choice. If they're lucky in a few years maybe the feds can purchase the land back and convert it in a park or nature reserve. That's probably the best outcome that they have to look forward too.

Wasn't down below Portuguese Bend, the only nude beach in the entirety of LA County. Back in the day. Closed in the 80's. If my memory serves me well. Rancho Palos Verdes, Palos Verdes Estates, Rolling Hills, and Rolling Hills Estates. All are part of the bluff. That was going to wash away in to the Pacific. Since the days of Marine Land when they brought their geology serveyers back in the 50's. It was a matter of when. Stay tune for what'll become the new beach front communities. Perhaps Lomita???

That road was sliding, being repaired every few months and nearby RPV homes were on Flex Sewer and Water lines when I was a kid in 1960. And the Wayfarer’s Chapel was cracking then too. Since then newer homes have joined the Slip & Slide Voyage to the Bottom of the Sea.

We used to surf at Rat Beach (the southern-most edge of Torrance Beach on the PV city line). My friends house (Dale Struble) had a home above the cliffs there and it was almost completely destroyed by earth slippage in the '60's.

I’m not sure the city Council can help you with this kind of problem. The houses should never have been built in the first place. It’s like building your house in a flood zone some day it’s going to flood, you can’t fool with mother nature.

IMO this is the fault of land developers and inspectors responsible for the site planning.....they are throwing in expensive houses all over the place trying to make a quick buck and not thinking about the structural integrity or long term viability of the houses...what looks pretty and sells for big bucks today may be sliding over a cliff or down a hill into the neighbors house in 5 years...some entity should be held accountable...when developers propose a site plan, the plans need to be thoroughly investigated to make sure the site is buildable...they are putting houses where houses should never be put

FOREVER they've had to repair and replace the blacktop at the Portuguese Benda area because it's consistently sliding towards the ocean. The rain has only hastened the process. This issue is nothing new to anyone familiar with the area.

Landslides are nothing new to Rancho Palos Verdes, nor to anyone who still wants to live in a place where they occur frequently. They should take care of themselves and not waste taxpayer money saving their homes!

Abandoned homes still have mortgages. I’m curious if fines against, home owners, who leave debree. Will they be responsible for cleanup???? It’s a touchy issue, Homeowners have to know there is a risk. Landslide damage , a ACT of GOD. Isn’t a homeowners responsibility? But where, do you draw the line? How can you not abandon your home. When these conditions happen! The govt needs to step up. People in Hawaii are being fined for ocean pollution cleanup including burritos to stop tides wearing down the beaches. Oh god bless California, Enough is enough!!!!!🌍🙏🏼🐬 Yet insurance companies, Will some way, get the best of policy holders. The state or FEMA OUR FEDERAL govt . Won’t do much. it’s sad but true…. Look at Maui fires. 🔥

I don't feel bad because they knew the risks when they bought and built the houses here. These houses are amongst the most expensive in the county. You are using state money to pay people already very wealthy. they can use their own money to fix their own messes especially those lunada bay boys.
