Because m16 uses 5,56 ammo, that is lower power than 7,62 for ak

The ACTUAL last weapons in GTA games: III: Shotgun. Heard in the final cutscene when the screen blacks out. VC: M4 / AR-15. It's in Tommy's arms during the final cutscene SA: "Beta" Glock. Shown in the video LCS: M4. Given to you as a way of taking down the helicopter. I haven't played others so that's all I can say

You forgot about the fact that you can use Kruger , Sniper Rifle , Minigun , Combat Sniper , Flamethrower , Chainsaw , RPG & Combat Shotgun in GTA VC & for GTA SA you can also use Molotov Cocktail as a last weapon
