Howdy! Think I might be able to answer this question for you. For a bit of background, I live in Utah, used to work the rails for UTA (awful railway, trust me), and I'm a passionate fan of Union Pacific and their steamers. 1: The US Government has no control over rail whatsoever, save Conrail which was formed by an act of the Federal Government. Railways are private enterprises, so the US has no say in how certain engines are or are not used. 2: UP-844 was a passenger engine during her hayday, and she was designed to be a passenger engine. She hauls fast and far, and rides quite smooth compared to other locomotives, but she's not meant to pull freight. Over flat land, she'd be capable of doing so, but you'd be much better off with engines actually designed to do that, such as the UP Challengers. She'd struggle in the mountains, which is why the Big Boys were created. 3: Steam is much more expensive and maintenance intensive than diesel is, not to mention there's nowhere near the same amount of versatility with crews. Keeping all your crews operating on the same machines or very similar ones reduces the amount of retraining needed to get them up to snuff. 4: Why do we need to haul freight fast? Freight rail in the US is usually run from factory to factory, or factory to distribution center (though even that is quite rare unless you're out east). There's no reason for anyone to stress about getting cargo anywhere as fast as humanly possible, provided it arrives within a certain window of its scheduled arrival time, all's well. 5: This is one of the biggest ones here. The majority of US rail is built for freight, and it's not rated for speeds much higher than 60-80mph. 844 makes a great express hauler, but you've gotta have rail that can handle her speeds and weight, especially since steam is typically much heavier than diesel. Until there's a massive need for express rail across the country, there's no reason for that rail to be upgraded. It's just not financially viable. With the insane network of airports across the US, most people would prefer to fly. It's faster, easier, and in many ways, more convenient.
