The United States and the European Union have been the two foremost global leaders in CDR policy. The U.S. has launched ambitious, financial incentive-focused legislation such as the Inflation Reduction Act (IRA) and the Bipartisan Infrastructure Law (BIL). The European Union, meanwhile, has focused on developing the right regulatory framework for CDR, centered around ongoing work for the EU Carbon Removal Certification Framework (EU CRC-F) and related initiatives. This session convenes governmental representatives to discuss some government instruments and strategies to move from voluntary to regulated compliance markets, to scale from mega to gigaton removal capacity.
