I believe it very much depends on the person judging , a subjective matter, to me Ritchie Blackmore or Mark Knopfler are above Santana, but again it's just me.

I love Carlos and all of his music! This song is especially moving, so well done! Interestingly, i was eating in Casa Bonita (Denver, CO), and there was a family mariachi band playing this sing! The dude was playing this song/solo on an acoustic guitar and did it quite well!
