Purposely, but that's how he had fun growing up as a boy. By playing little tricks or by winning/being the focus of attention! That is how he plays and it isn't mean if you don't know how to take a joke (a.k.a play along). That's why in this scene you can see how much Howard was enjoying himself in having the social opportunity in order to be able to pick and protrude in the first place! Then Leonard gives fair warnings as to not push any further, but ALAS! Howard is still that young boy at heart and cannot resist but tempt his hand! Thus, Howard's personality was definitely not written as too mean. Howard is still that boy, hence all the references to his mommy issues lol! PERFECT BALANCE

My personal head canon is that the brother and sister just cut their mother off their life's that's why they are so much more successful. They have no one to bring them down that's why Leonard could never succeed he always is brought sown by his surroundings specially his mom. If I was a writer i would have loved an episode where we see a brother who is a total chad and make a lot of ironic jab about him until we realize he actually meant all of it and wasn't coy but genuenly admired him. Or his sister putting sheldon and Beverly back to their place as they bully Leonard. I get that the last season is mostly sheldon centric but they could have given us something
