I think Lenny and Carl aren't in the game for the same reason that Patty/Selma and Lou/Eddie aren't, because they are two characters that have so much in common to the extent that they will go to the exact same locations. Also, the cars cannot always fit 3 people to pick them both up at once. Just a guess.

IIRC there's a strategery you can use to get $100,000+ on this level I can't remember exactly what it was, but basically you keep going back and forth between Rancho Relaxo, Quimby's Mansion, and Stonecutters over and over again without going to the Builders' Shack in between, like you did :P
