A year after Liz Truss’s chaotic premiership and disastrous mini-budget, her inner circle believe their time will come again.

Britain’s six-week experiment in “Truss-onomics” was an unmitigated disaster. The package of £45bn worth of unfunded tax cuts announced in Kwasi Kwarteng’s mini-Budget on 23 September caused panic and pushed the UK’s borrowing costs above those of Italy and Greece.
Our associate politics editor, Rachel Cunliffe, speaks to our business editor, Will Dunn, about why Liz Truss’s ideology could return to the forefront of Conservative politics.

There are still lots of rich people who want to pay substantially less tax than they already do. and are quite happy to keep funding the thinktanks and newspapers who invent economic propaganda to try to justify why that’s not a terrible idea. So of course these ideas won’t be going anywhere

I'm on a pretty high income as these things go, and it's really easy to forget in these times of high inflation and increases in cost of living, how small my struggles are compared to other people. So it's really easy to say "I need tax cuts too!" but if the pain is going to fall on someone, its just that it falls more on me. Plus, and I say this as someone who holds a fairly substantial portfolio, the way capital gains tax allows the uber-wealthy to pay hardly anything is disgusting. The rates for that should be reviewed.

And more importantly, that she's been a minister for over 10 years! She's been at the highest levels of a Conservative Government. So if she couldn't get a grip on how managing the Civil Service and the Treasury works (she was Chief Secretary to the Treasury for over two years) after that, I doubt she never will. Sales just trying to airbrush history to look more kindly on her. @fang_xianfu I understand that, but this podcast doesn't seem to state the fact that kwarteng was instrumental in this little mess. (I am, of course, referring to his banker friends who made a killing off of the devaluation of the pound... the friends he was seen boasting to at a garden party pre budget announcement) I get claiming the basis of these ideas are sound, but suggesting in any way that the Conservative intention in using them was for the good of the UK people or the economy is a complete farse. Its pretty much set in stone at this point, this current iteration of the Conservative party are nothing more than career criminals who, despite being employed to serve the people, have basically just raided our government funds and let the country fall apart... So it can't come as a surprise that any ideas put forward by them are automatically distrusted by the public on arrival, especially when said idea wiped 350 billion off the UK's books when implemented previously by this doughnut of a woman...

right, if you cut taxes on the middle class in the UK then they have more money that will be taken in rent increases, and even private healthcare costs (hello, American-style "healthcare"!). Truss was right that the UK needs to (significantly) increase growth to improve the debt-to-GDP ratio (unless fiscal or monetary solutions are preferred), but her "ideas" of simply doing more of the same - increase wealth inequality in the finance sector and asset markets in an otherwise rentier-based cononomy - were total non-starters and amounted to complete, unabridged idiocy. Economic illiteracy at the very least.

You know, just for once I'd love for a Tory to give the other half of Hayeks economic platform and see how that goes down with their base. Sure, they love the free market solution and deregulation and then go silent before they get to the bit where Hayek believed very deeply in rooting out "unearned income" from the economy eg; specifically landlords, which he thought were a cancer on growth AND the fact he recognised the impending job losses through automation and so his economic platform also demanded "negative income tax" for the lowest earners eg; a form of universal basic income. If they actually presented the entire suite of measures as proposed by Hayek you'd see the gammon lose their flipping minds because stimulating his "growth agenda" was underpinned by ending landlords and implementing UBI... which of course wouldn't go down well with them, so they gloss over that aspect of his economic theory and act like it's just all about cutting taxes and slashing red tape and that alone will be enough.

With the greatest respect if flat growth is such an issue why has the share of wealth moved to the wealthy there appears to be no issue with the growth of the share of the pie moving to the rich. Growth is an excuse for being able to shift the tax burden further to the low and middle class. If the billionaires around the world were taxed properly there would be no need for austerity. It is however cheaper to buy MPs and favourable policy than pay their fair share of tax.

Re the market response, the UK was suffering from high inflation accompanied by a budget deficit and a large stock of outstanding debt. She wanted an unfunded aggressive tax cut that would have blown out the deficit and caused heavy additional debt issuance. So more supply means lower prices for bonds. Her tax cut into an economy already suffering from high inflation would have further spiked inflation and the BoE would be forced to hike rates which also sends bond prices lower. Further she fired the head of the OBR and skirted scrutiny via a mini-budget which damages faith in the budget process and hurts bond prices. So in one fell swoop she created a triple whammy on bond/gilt prices. Fund managers HAVE to react. Banks HAVE to execute sell orders. Any bank economist, any bond strategist, would have told her exactly the above. She just didn’t bother to consider the obvious knee jerk reaction. It wasn’t predatory, it wasn’t opportunistic, it was cause and effect.

A very engaging and enlightening exchange, thank you. Rachel Cunliffe obviously has a very in-depth knowledge of and informed opinions on the subject matter (her ability to speak so fluently with little or no prompting is impressive). Despite some viewer comments suggesting the lighthearted approach to such a serious matter is disrespectful to those suffering from the turmoil of Ms. Truss's reign, the laughter is understandable given the sheer calamity of the matter being discussed.

Very interesting as usual. But, sitting here in nice comfy Denmark, I have a question. So, in the UK you have this wealthy Etonian political elite that talk and walk in a funny way. But they also (from what I can judge) still have a very strong hold on British culture. This dominance (that happen through money, language and not least clothes) is playing a big (partly psychological) role in UK politics. What if, say; Rees Mogg, entered the studio and gave the two debaters a huge scolding in perfect English (using words that you do not even know the meaning of). What would they do? Would they just laugh at him? Or would they crumble? Is there a need for some sort of rebellion or is that continental thinking? And what poistion do the two people in the studio have in the British society? Are they middle-class? Did they also go to expensive schools? Or is their background actually irrelevant in modern UK politics? I dont mean to be negative I am honestly just trying to understand the fascinating culture in the UK.

Britain's voting system helped. See, the main opposition party has fewer Etonian Elites. They do have a few, but not nearly so many. Unfortunately, at the last election, their leader was quite the populist demagogue. Faced with two populist demagogues as the only plausible leaders likely to form a government, the public chose the one that they thought was least awful across many constituencies by a very slim margin. This resulted in a government that was still really awful. It also resulted in Russian Disinformation dictating one of Britain's largest policy mistakes, as seen with Brexit. But there's no limit to the chaos that this Tory Party will bring. I mean, they have literally let hundreds of schools and other government buildings deteriorate to the point where they are now in serious danger of collapsing at any moment. What a disaster.

Low tax be damned. It's such short sightedness. I am all for small government. But unless you are prepared to take the political brunt of stripping back social services then low tax can't work. In today's climate it's essentially impossible to implement long term plans if the country instantly hates you.

Trusting in the absolute positivity of the free market leads you to the weaknesses of the modern USA. Similarly, trusting too much in the public sector leads to the awful consequences of mid 20th century China and the USSR. All the best countries seem to have found a reasonable balance of both.

Truss is someone that my mother would have called a "nice gel". So absorbs whatever indoctrination so readily, with so much conviction, with so much belief that it is the "one true ideology", that had she been born in another country she would have been an ideal subject for a suicide bomber. Fortunately (or unfortunately), she was indoctrinated with the Tory ideology - her entire knowledge of economics can be boiled down to a mantra of "low taxes and low public spending". Being a contributor to "Britannia Unchained" only served to feed her conviction in her ideology and to pump her ego about being some sort of economic guru.
