PostgreSQL 10 had added built-in logical replication which tackles some of the limitations of physical replication and opens up the possibility of promising new areas of replication. In case of the publication/primary server went down, what is the proper step to be able to use/utilize the subscriber unit as a primary server?

Can we use this to replicate from RDS PostgreSQL to PostgreSQL on EC2 instance, for version 10?

But I have one question what about sequence ? It's also replicated ?

question for existing table - In primary db, table has 1000 records already and apps keep insert/update data. How can I build logical replication for the table? how can I do initial data sync between pub/sub sides? Does it need downtime not to change data while data sync between source and target and configure publication/subscription?

Do't need any downtime.when data will be replicated.Normally you can create this setup it will automatically replicate your data from master to slave .and and a same time you can perform DML statement.

One more thing is sequence will not replicate you have to done this activity manually.
