It's the biggest plot hole in the show. Since his talent only works on the talented, Nakajima was the all time lowest threat on the island. If he was recruited instead of killed he could have done her job in a week tops

Like the girl who can heal with her spit or the boy who can see the future through five dream pictures, none of those are really combat-oriented In fact the only ones I can say for sure would be threats would be fire boy, ice boy, and whoever had the telekinesis talent, everyone else just seems like a non-issue to humans

Circumstantial evidence, just because she's at the scene every time doesn't technically make her the culprit. Far as I know he never catches her in the act so he can't do anything against her

But being at two or more would reasonably make her a suspect, which gives probable cause to detain her, question her etc. If there were police lol. In any event, if Kyouya really is refusing to suspect Nana and not just playing some greater game, then his refusal to suspect her is probably irrational. The fact that she survived when the photograph depicted her dead, despite Kyouya having reason to presume that the photographs depict the future with certainty, is enough to prove she was involved in some way. In which case he should follow her or employ another student to use their talent to follow her without her being aware of it.
