You should keep the ranger's arrows when you take them, that way he can't pick them back up. Whenever I pickpocket arrows/bolts I stash them on a corpse or in an open chest, nobody ever looks in those.

Sure thing! I usually run Pickpocket, Hide Mastery, Stealth, and Creep. And I take Smoke Pot and Hide!

Relatively new to the game, but I'm pretty sure your belt items are hidden while Pickpocket is equipped, so grabbing the potion didn't do much beyond give away his position for that exact moment - and given that he was already compromised, that doesn't strike me as a major risk.
