The Trustees should have hired an independent auditor or accounting firm to conduct a thorough audit of the financial records, transactions, and use of public funds to evaluate whether an y misappropriation of funds have occurred. They should have also hired an attorney that specializes in municipal law. The person they hired faced credibility concerns in the past. Everyone must have clean hands.
