As I had left over parts from Hobby Boss submarine of Los Angeles -class attack submarine 688 / 688i / 688 vls. I wanted to test how to make water in 1/350 scale, and this is how I wouldn't loose anything if it would go horribly wrong.

For the base I melted polyurethane sheet with acetone to make waves, but it didn't look as I expected in larger area, so I made something on top with sanitate silicon. I haven't done any water effects before. I hesitated to try to make water from resin, so I bought Vallejo water texture still water and transparent water and I tried to use those for waves on top of the submarine. It didn't work at all for me as those doesn't have any volume in them and it just ended looking like regular paint. I ended up using sanitate silicon as water onto submarine as well.
