Exactly, I mean unlike even some minor Whitebeard character, Luffy did not even kill anyone. What he did at Impel Down is being underlook because of Blackbeard, he (and Buggy) only rescue/release level 2/3 prisoners (Also Crocodile and Jimbei), again, he escaped mainly thanks to Jimbei and Bon chan the legend, not really ruining the whole places like Enies Lobby, that's Blackbeard. In the war, what did he really do? He rescued Ace who died later on, defeat some Marine captain (not even Vice Captain). I think between 400mil to 500mil is fair.

@@lividellis2757it makes the most sense with Luffy’s character too. Luffy wants to be King Of The Pirates, and he defined it as “being the most free” where marriage principally goes against freedom. Like, yeah, you’re free to act as you want with a partner, but you’re tied to that partner for the rest of your life. And as you said, Luffy isn’t interested in marriage or even love anyway, so of course he wouldn’t consider it. Being free of course still means he has the option whenever he wants, but I’m guessing settling down in the middle of his striving towards being the pirate king is the last thing he’d want to do.

And during all of that he got his ass beat down and barely survived, he was a part of that stuff not the cause. Luffy would have died multiple times during those events if not for far stronger people being there to help him. He didn't really cause havoc at Marineford. He continually got beat up while everyone else paved the way for him to get to Ace and then failed at the end. There really isn't a reason that the world government would increase it past that. Why draw more attention to someone they don't want to be super well known. Not saying that you don't have a valid point but it does make sense as to why.
