lucci might have gotten a boost in fruit awakening but even with that luffy fought monster after monster training his haki to a emperor level while lucci id say hes close to a admiral level but he fell short on fruit ability and luffy abilities is broken since hardly any physical dmg hurts him due to him in that form , Kaido was the only one can beat luffy out of that form at times but he wasnt given a break to recover result to a lost , so in short lucci zoan fruit maybe mythical but it is at lower levels

It only looks strong because Rob Lucci knows Cypher Pol's martial art and is an elite tier of it. Frankly , due to how the fruit is only a stat boost and that is it , Lucci been defeated by Luffy shows how Lucci falls short in terms of Haki.

That’s the thing about a lot of anime characters- most of them really aren’t that weak, the protagonists and current villains just tend to advance by leaps and bounds while everyone else is keeping a steady pace. Like, take Krillin for example. He’s nowhere near the godly levels of power the Saiyans or even Piccolo have, but by the end of DB Super he could probably take on Perfect Cell and give him a run for his money, if not win.

Please stop saying "budget". You don't just throw money on an episode and have it be good, like it's a vending machine. That's not how the anime industry works. Plenty on shows with high budget look bad, and shows with low or average budget (one punch man) look great. If an episode looks great, it's because of talent (great animators, supervisors, directors) and good schedule (they had enough time). I can't expect you to know all the animators by name like I do, cause I'm a nerd. But it doesn't matter how much money you throw on an animator, if he is given 2 weeks to finish a cut that requires 6 weeks, the episode is going to look like trash anyway.

One guy even tried to use manga panels from the Kaido fight to explain that Gear 5's feats were merely "gags" that the show and other characters have always done. It's very easy to find online.

But the reason we haven't seen it is because his fruit is based on his level of imagination. Luffy is still convinced that he ate the Gum Gum fruit. He doesn't know the true name or nature of his fruit. Therefore, he'll only be capable of what he thinks he is, rubber based skills.
