@@Sam-vk8xd in Team Fortress 2, there is a hat called the "Team Captain", which is similar to that of M. Bison's with part of description of the item being from the "YES! YES!" scene, it's a very old hat, having been added to the game in May of 2011, on top of that there are different tiers, rarities or qualities of hats, one such quality is known as "Unusual" which gives the item a random special particle effect, one such effect is known as "Burning Flames", which when on the Team Captain makes that hat worth THOUSANDS of dollars.

Honestly, M. Bison really should be considered part of the “villains from a video game cartoon adaptation that carry the entire series (to some extent)” category. Others from this category include: Dr. Robotnik from Adventures of Sonic the Hedgehog. King Koopa from the Super Mario Bros. Super Show and the other DiC Mario cartoons. King K. Rool from Donkey Kong Country.
