It's probably Maegor is Balerion son. The Valyrians sorcerers used to create hybrids of half human half beast beings. After that fall of Meraxes and the collapse of Aenys there was the need of a new heir, the lords suggested to replace the supposed barren Visenya, so Visenya used the blood magic to generate Maegor at the age of 41. Visenya was Aegon's wife for 15 years and never got pregnant, it 's strange she suddenly became fertile

He was cruel, but he unknowingly paved the way for Jaehaerys. After Aenys' passing, the succession was unstable anyway because the people didn't want a Targaryen on the throne, and who is to know if they would have accepted Aenys' son. Maegor was evil but did what he had to do, through violence, true, in order to keep the throne for the Targaryens. After his cruel rule, Jaehaerys was a breath of fresh air.

According to the Maester, Queen Visenya was a Queenslayer who poisoned her nephew Aenys, because she was a witch... in my own view it's more likely that she discovered that the Maester and Septon poison her nephew and she used her knowledge of wortlore to try saving him, and when he died (either by begging her to put an end to his misery, and made his brother Maegor King, or she was helpless to save him) Queen Visenya choose to make Maegor King so that he could killed Aenys murdered.

Maegor won the trial by seven the most sacred trial of the seven kingdoms so gods will was on his side since Visenya had said that the trail by seven was meant to prove his right to rule and it was a challenge to opposionists. By the way aegon the conqueror married both of his sisters rhaenys and visenya and while aenys was his first born from rhaenys, visenya was the elder sister and according to valyrian law the one he was supposed to marry, while rhaenys was just his personal wish. So maegor was the son of the elder sister and visenya was the elder sister of aegon himself.
