Do I need to stabilize the background fabric with stabilizer when I appliqué the circles on it by machine?

Great questions! At about 14:42, Cindy talks about this and it appears the background fabric does not need to be stabilized before taking it over to the machine to applique.

You can find the Lori Holt Circle Rulers at several online retailers (i.e., fabric.com, fatquartershop.com, missouriquiltco.com etc) or try your local quilt shop too.
