UPDATE:
The song has been found! Reddit User 'TrippyDew' had a burst of inspiration, and using the "before:date" technique popularised by 'DamnPeggy' for Kenya Dance, searched for "The man on a hill before:2013". They ended up finding a short live performance from a band called 'The Defended', uploaded on 16th March 2008, performing the first minute of the song. Search efforts became much easier with the artist and title, and shortly afterwards, the full song was found. It has been identified as the third track from an album/EP called "Boys, Girls and Broken Hearts". Now hoping to find other songs from The Defended, as this song is awesome!

"There's a Man" is a 1:43 clip of an unknown song. It was recorded from the radio in 2012 or 2013 and originally posted to SoundCloud by Arthur Bogushev in April 2017. I have slightly extended the song by repeating the chorus (with added harmonies) and adding in some extra "do do do" bits! I hope you enjoy!
