I think that the Castform one is pretty accurate. The water cycle is basically when the sun evaporates the water to be turned into clouds and then, it ends up falling as rain. The sun form may represent the sun evaporating water, the water form is the rain and the ice form is a gimmick to the possibility of the water falling as hail instead of rain (obviousy with cold temperatures). I don't know if i explained myself well. Hope it helps.

Sand simply has no place in the water cycle: The entire premise of the pokemon. In fact, dust and sand storms are washed out of the atmosphere by humidity, rain, and since castform's body is similar to water. I have reason to believe sand particles simply don't mix with its body in any way.

Castform has a rain form and a hail form because kids use those things to prevent hail (yeah) and rain, and a sun form because kids wish for sunny days. A sandstorm form wouldn’t make sense as there are no sandstorms in Japanese cities.
