But why the bending occurs only in oblique positions, if the velocity change bend the light then why don't the normal incident light bend, eventhough the velocity is changing?. Is that means the velocity change doesnot actually the core reason for refraction?🤷‍♂️🤔

You said it right sir since glass is of higher optical density (basically the resistance offered by a medium to speed of light hence slowing it down) than that of air the speed of light was interfered with and hence bent it towards the normal .
