I think you need a pack station to trade between towns or something like that. You can buy something to help with tariffs to to get stuff cheaper

The first thing you need to do is get the "better deals" upgrade after logistics. Everything you are importing will cost 10 less. So you will have the same price for import and export. It's a game changer.
