Can the 24m limit be circumvented by registering the boat in a certain flag state? I really want to pilot a 30m yacht without any crew. All the systems are very simple and having extra crew doesn't really help in any way.

Dear Jim, if the boat is 30m any flag state will register it according to the length. Above 24m most flag states require a commercial yacht license like 200 GT and also a certain number of crew.
