Do you have to own a business to do that? Are there ways to pay bills or transfer money from a credit card without being cash advance?

Also, I know that Amex everyday cash-back has a feature called send and split, which allows you to send money from it through paypal or venmo. Which is quite good option to start with I think. However, you can't setup a plan to payoff this on multiple payments, but I think it should be still fine for the intro period at least.
