Why do you say: Niemand meldet sich instead of niemand meldet sich an.

Both work. ‘sich melden’ means ‘to get in touch’ or ‘put up your hand’ (in school) 🙋🏼‍♂️ ‘sich anmelden’ means ‘to sign up’ Option one means: no one is getting in touch / no one is putting their hand up. Option two means: no one is signing up. Hope that helps!
