Basically any character that has a cinematic final smash, or a final smash that relies on the bag to behave a certain way, or a final smash that doesn't do much damage before sending it flying fails this. Which as it turns out is the majority of the cast.

News Flash: All DLC Fighters’ Final Smashes are cutscenes. Cutscenes don’t work on Sandbag, which means all the DLC will fail.

I feel like for some characters this isn't fair sandbag is a little too strong. Think about it this way everyone dies to the home run bat but sandbag gets hit by it and lands somewhere ALIVE. He's just too strong

The problem is that since _Brawl_ made Sandbag an item that could spawn in regular matches, he’s been programmed as an item instead of a fighter, and the game treats him accordingly.
