Just a little explanation: Raiden’s character arc revolves around the real reason he fights. Initially he fights because he thinks it’s the right thing to do. Before the fight with Monsoon, Sam confronts him with the fact that the cyborg bad guys are all still people, and in the story a lot of them are victims of the War Economy and never had an honest choice to fight. During the battle with Monsoon Monsoon talks to Raiden about Raiden’s past being brainwashed as a child soldier in the Liberian army, at which point Raiden accepts his violent past and asks Doktor to turn off his pain inhibitors because he wants to feel pain and enjoy the feeling of battle. During the final battle with Senator Armstrong Raiden comes to an epiphany and is affected by Armstrong’s motives. Armstrong fiercely fights for what he believes in and doesn’t let law get in the way of his goals, which is also similar to what Raiden does throughout the game. After the fight Armstrong says that Raiden is his “worthy successor” and the final cutscene is kind of indicative of that, as Raiden leaves the Cyborg Security company he works through the game with and becomes like Solid Snake, someone fighting for good outside the confines of the law. He doesn’t become evil because of Armstrong, but he does become deeply psychologically changed by the nature of their conflict. Raiden is a bizarrely morally nuanced figure in a game that might seem crazy from an outsider’s perspective, but if you know the series and get used to the cyborg spectacles it becomes an interesting think piece that really expands on the ideas of MGS2 and MGS 4. I don’t really suggest you take Max0r as a reliable source for the themes or story of games: it is an “incorrect summary” after all.

The thing about MGR:R's story is, it's not actually that confusing unless you get lost in the details or the absurdity of the wording. Like, at the end of the day: The final boss is a US Senator who has taken over the military industrial complex, uses literal children as weapons and screams all the quiet bits on a megaphone, and your task as the hero of the story is to cut that sob to literal pieces until he stays down.

Context: Doktor is not a bad guy. he does not try to kill Raiden, the thing he blew up was the second enemy jet. An important thing to note is that this game actually has a pretty solid story, despite the way the game presents itself. It basically explains the military industrial complex in the most wacky and entertaining way possible. On a side note, the cyborgs you fight in the game aren't actually kids (who were supposed to be the NEXT generation of cyborgs). They are, however, people who have hit rock bottom and had no idea what they were actually signing up for. There's an entire scene in the game where you can hear their inner thoughts to make you feel guilty, realizing that these people only accepted offers to join private military corporations and be turned into cyborg soldiers because they had nowhere else left to go in life.
