To have fine control over rotation, you don't need a bigger control, you can just click-n-drag. The further you move away from the pivot, the finer the control...

3:56 Wouldn't be better here to extrude out the inner rings edges (bottom and top, separately) instead of putting inside another cyl? In order to not have extra invisible polys. The effect it's the same I think. Or it's not a good idea? Been a while since I modeled something ahahah
