It's almost as if MOON has planned to perma Dab since the start of 4.0 and when he became mayor he saw an opportunity to press CG to the point that they would do some crazy shit since MOON knows they're pretty much the only ones that will. And it's almost like MOON wants at least every crim to hate Dab with a passion, why do you think he started calling himself the chairman as soon as he became mayor.
