I have a 92. Similar problem. Mine was hard af to start. 6+ turns to start it. I replaced the camshaft sensor ,spark plugs, rotors n caps, plug wires. I've even pulled what you're messing with off and hit it with brake cleaner. Careful while removing. The green straw in the middle can be brittle. I did all that plus have a new crankshaft sensor to play with but now it fires up on 2nd key then after a few seconds zooms right up to 1700 and stays til 80. I haven't ran it longer than 80 degree warm up. Just glad its starting faster. Still seems a misfire of a sort. Omg it was so terrible before with the smell of gas and misfire.

Informative....Thank you. Now I know where to look for this valve on mine..92. Looking fwd to part 2 to see if cleaning helped..Have you replaced any of your top hydraulic cylinders yet?

It did help , drove the car around yesterday and cleaning valve may have fixed the high idle , but need to get the the engine really hot to confirm, was around 82c, I could feel idle hang just a tiny bit compared to before, may clean valve a few more times, yes I replaced all cylinder seals for soft top 8 years ago, sent them off to Top Hydraulics in Oregon.

@@mygermancars7264 Good to know about hi idle cleaning.. may come in handy. I am on the first of 11 lift cylinders. I am not NEARLY as mechanically knowledgeable as you but I have to lean some how. Hurry with that 2nd installment :)
