First times watching this movie, I wondered why they would ever hire him as a constable. Later, I came to the conclusion that he was originally competent but has slipped into syphilitic madness. The lord and local magistrates don't have the heart to fire him and are basically putting up with him until he (hopefully soon) dies.

Wait, but why would you want him to die? He’s actually very good person and has played an very important part, some might not believe he is fit for the job, but without him, Don John would probably still be continuing his horrible plans.
