In ethics, what is good means what we ought to do. It would be tautological to say “why should we ought to do what we ought to do?” I think a better way to rephrase is: why should we ought to do a x. X being whatever action you have in question. As to why we desire, no idea. Utilitarianism relies on empiricism, not rationalism.
