Well, with his driving, he was dangerous. Oregon sovcit, Christopher Walker, was one day “traveling” without a license, registration, and insurance as usual, was also speeding and tried to pass a vehicle in a no passing zone. He caused a head on collision that injured the driver of the other vehicle and killed the passenger. He’s in prison for manslaughter. It was so unbelievable that they made a video right after the wreck and they had no mention nor remorse for the victims, it was just about them being labeled domestic terrorists.

In the UK, failing to provide is also an arrest-able offence, and is the same as a positive breath/blood alcohol test, or the same as a positive drug test, and the minimum driving ban is 12 months (3 years if convicted twice inside 10 years), plus up to 6 months in prison, and an unlimited fine. Other costs are you have to inform your insurance, (if you don't its fraud), and this will mean higher insurance costs for years (conviction for fraud and refusal of insurance means you'll likely have the highest premiums or never get cover or drive legally again), also you may lose your job if you drive as a part of your work. You can get 14 years prison if you cause death whilst under the influence, plus two years driving ban, plus be forced to sit an extended driving test (hard to do if you're inside).

When it comes to guns, I’m good with the handgun thing. My ideas on the laws re: firearms changed drastically the day I sold a scope to a guy and he came back hollering I sold him a broken scope. (I owned the hunting and tackle shop) I knew none of my gear was banged around because I was always with a person looking at those things. Anyway, I told the guy to leave the scope on the gun, put on the trigger lock and bring it back. He brought it right back and I put it on the vice. Checked it out, told him he wasn’t getting a refund. I snagged up my Allen key to the scope off, turned it around the right way and asked if he’d like it bore sighted. That Richard Cranium had somehow managed to get a licence and was running around in the bush with that 7mm. The idea that hand guns should be legal was no longer my idea of a good thing. At ranges sure thing, have at it but anywhere else… nope. Automatic and semi autos are a hard stop. They are designed for killing only one thing, people. When the right to bear arms was declared they were USING muskets not auto weapons!!!

@Alex Wolf probably any time you (or more likely, a competent lawyer) feels the probable cause standard hasn't been met, or that certain evidence can be excluded which would leave the state without PC. The reason it's rare is probably because by the time somebody has been arrested and charged, at least one trained attorney has looked at the facts and decided there's PC-as well as the officer, if they were arrested at the scene.
