They probably thought he missed the bag when rounding 1st to go to 2nd. He would have been out but he knew he touched it so he took off when they threw over to dispute it

MLB could use a higher frequency of plays like these from both the runners and defense. They don't even occur once per game on average.

​@@mcburrito3111 I was alluding to adjusting/creating new rules, which are essentially there either to enhance the defense or offense. I think MLB could use a few adjustments to enable more batters to reach base. I think there are too many innings when just 0 or 1 batter reaches base, and when a batter does reach, he too often remains at 1B. Most of these plays simply don't happen in those kinds of innings. MLB is aware of this problem, recognizing that too many at-bats are resulting in homers, strikeouts, and walks. But so far, they're taking a very conservative approach to slightly deaden the baseball, which is to encourage batters to go for more base hits rather than all-or-nothing homers. My thoughts admittedly won't be popular, but I think would liven the game a bunch. My biggest measure would move the pitcher's rubber back 3 feet (63'6" from back of home plate) so that it's exactly halfway between the plate and 2B. This of course helps the batter, but pitchers do get the benefit of better pickoff throws to the bases and slightly better reaction time to hard hits at them. Base stealing has decreased as well, so this would pick that back up to where it used to be decades ago (very slightly longer time for pitch to reach the catcher). I'd also expand the bases from 15" to 18", which will reduce tacky outs being called that are totally dependent on slowed down replay with runners momentarily losing contact with the base. (This was rarely called prior to replay because it's not that visible in real-time.) But to help the pitcher's strike zone, I'd expand the plate from 17" to 18" as well. The minor leagues are actually experimenting this season with 18" bases, which should esp help on down-the-line plays at 1B. And if this ends up prolonging the game too much (from outs not coming as quickly), I'd suggest reducing the innings from 9 to 7. Sounds crazy until we see that MLB is already limiting doubleheaders to 7 innings.

They have to be camped under the ball or somewhat knowing where the ball is, they were running in to get it so no infield fly to get it

Infield fly was called. Batter was out. Runners on base could advance at their own risk. The runner on 2nd attempted 3rd but was tagged out.

Listen to the announcer. But it drops and he’s out (the hitter due to infield fly rule). Then the runner decided to advance and he’s tagged out. That’s the infield fly rule in practice.

@@8stormy5 Sorry, Stormy, that's just incorrect. You should review what the rules are regarding base running and base paths. The base path is not even established until there is a play attempted on the runner. At that point, the base path is a direct line from where the runner is to the next base. The runner is allowed 3 feet to either side of the line for purposes of avoiding the tag. If the attempt on the runner is abandoned, there is no longer an established base path. On the play in the last clip, the base path was established at the 10:55 mark. The 3 foot margin extended roughly to the outside edge of the dirt. He was within that margin while avoiding the tag. Once he passed the catcher, there was no longer a tag being attempted, due to the catcher misplaying the ball and thus, there was no longer a base path established. As long as the runner did not leave the field of play, he could run around the entire home plate circle if he wanted to. The same applies to a runner rounding a base wide and heading for the next base. A runner could actually run into the outfield grass and still be legal as long as he doesn't leave the field of play and no direct attempt is being made on him. There's no exception made for momentum carrying a runner out of the base path unless the umpire deems there is no direct attempt being made to tag him. You still see plenty of out calls for runners being out of the base path and it's 3 foot margin.

It seems like it was a protest. You can somewhat hear the announcers say something about it at the very beginning of the clip, ".. look at that replay closely". If you feel the runner didn't tag the bag as he ran by, you can throw over and challenge that. If it was determined that he did miss the bag, he would be called out at first.

I think that's exactly what was going on. And since that appeal has to be in a live-ball status (i.e. not in time out), Segura stole third while they were doing it.

The ball can hit in foul territory and still wind up fair. As long as it wasn't touched in foul territory, and hasn't passed 1st or 3rd base, it can roll fair and be a fair ball.

They were appealing a call at first. My guess is that Segura hit a double, someone thought that he failed to touch first base, and the defense appealed. In order to execute the appeal, the ball has to be live (i.e. they are not in a "time out" status) and the pitcher has to throw to first as if getting the batter out on a hit ball. The umpire at first denied the appeal (signaled safe) and Segura took the opportunity to steal third.
