Actually Mohg was not that bad, kidnapping folks aside, he also: 1. Employed omens to be his sanguine nobles 2. Employed tarnished around and outside the lands between to become his faithful knights and bloody fingers, where most of his brethrens shunned, hunted down, or grafted tarnished folks 3. Gave them albinaurics a place to chill 4. Not participating in an open rebellion against the golden order (at least not at the time, but he might be once he's done preparing his military power) 5. Didn't participate in the war of the shattering, sparing his men from demise 6. Guarded the entrance of a much greater threat to the lands between and its inhabitants (three fingers and its frenzied flame overlord), although it was just his illusion

That's why there are a lot of blood related items, it's a whole thing, it didn't just "appear" out of nowhere due to miquellas charm. It does appear that Mogh increased the amount of blood the surgeons were collecting in an attempt to raise Miquella to godhood but the blood thing wasn't miquellas idea. It's the only way Mogh knows how to get more power due to his connection to the formless mother. The time frame for Mogh charm seems to be somewhere after he met the formless mother underground and before his disappearance from the haligtree.

Tbf Miquella is not a bad empyrean. He was very much in the gray area. He was so brilliant that he invented the needle that can even wave off the influence of outer gods. Him and Malenia created the haligtree for the safe haven of mortals when the shattering war broke out. They even called him Miquella the kind. The problem arises because like Malenia got the curse of scarlet rot, Miquella got the curse of eternal youth. He is extremely smart, but not wise. He knows how to ascending godhood and makes things right again, but like a child as he is, he didn’t think of long term consequences. He created the needle to wave off the effect of outer gods influences, but he did not go through with a plan to completely keep those needles where it needed to be. He created the haligtree, but abandoned it once he thought of another plan to go to the shadow realm and make the haligtree along with Malenia vulnerable to the scarlet rot. Extremely ambitious but not yet wise enough to know that Marika suffered from the two fingers and the greater will all this time acting as their puppet. He followed the same foot step of Marika and would cage himself forever like his mother if the Tarnished not involved. St. Trina (a part of Miquella, love) told the Tarnished to stop Miquella as he was trying to completely rid of what he is to caged up and become a puppet for the greater will. Even though he had extreme methods, like any other demi gods, even Ranni was supposed to be the best of them, Miquella’s actions spurred from his compassion and love.

Technically Mohg already would've had the intention to kidnap him(quite literally) before Miquella charmed him. Although him falling in love might’ve been Miquella's doing but it did seem as though he already had the intention of using Miquella. Miquella merely took advantage of the opportunity since Radhan had just been affected by Malenia's scarlet rot and unless there's an item description explaining how Miquella big brained all of this then this is the most likely event to have had happened.

In any case, even without being mind-controlled, Miquella used his sister to get what he wants, that is, to make Radahn his consort/lord by killing him and taking his soul (apparently, Miquella marched with Malenia to fight Radahn as per Freyja's words). With Malenia's rot guaranteeing Radahn's eventual demise, Miquella started the next phase of his plan and cocooned himself. At some point, he bewitched Mohg into stealing the cocoon to conduct blood magic experiments on it (Malenia was still asleep at this point). And this is how Miquella gained access Shadow Realm to follow Marika's footstep in becoming a god. It's basically his plan B for ascending to godhood after his plan A (Haligtree) failed.
