I don't think it's a good idea to use Animated Layer Order for Smart Bones since you lose control over the layer order for other Actions and the Main Timeline once the Smart Bone is active. It's better to create a Reference Layer inside of a Group Layer and toggle the Group Layer's animated visibility so you can still get the same effect but without loosing the ability reorder layers mid-animation.
