They're the people who MIGHT be on some hypothetical list that gets dropped or "discovered". They're the losers too poor to buy their way out, not powerful enough to threaten their removal from the list, or they'll be political rivals of the top tiers and their agendas. One of the victims also stated that she was taken by Epstein to Mar-A-Lago. Donald may not have had "massages" by underage girls, but there is no way he didn't know about it. Bill Barr also has a history with Epstein, as his father helped him during his college years. Coincidently, Barr was the attorney general when Epstein died in a federal prison.

If there was a list it was basically in the hands of a few people who would have reason to hide or destroy it during the course of the original investigation. Somebody has a copy, it seems the purpose was to ensure Epstein's safety and that would be impossible if he had the only copy.
